kcalc respects the locale settings. So if you set the group and decimal
separators in the KDE locale settings to have "." as the decimal separator and
"," as the grouping separator. kcalc will use them.

If this is not a satisfactory resolution, feel free to submit a new bug
requesting a configuration option to override the locale settings and use a
user preference instead.
