Just came to my mind: seems you're implementing client side modality.
Add _NET_WM_STATE_MODAL to _NET_WM_STATE properties.

I'm not 100% sure of the 4.3 behavior, but the dialog should minimize the
blocked window and raise with it. It certainly does in any recent KWin version.
