My suspicion is the following:
in order to render things oxygen-gtk (unlike other widget styles) relies both
on the style context and on the widget that is used to render on (this is
needed for e.g. positioning the background gradient, right).
Depending on the widget type, the button can be identified as "flat" which
results in the issue you describe. If you use another widget type (e.g. a
gtkbutton), the issue should be fixed. 
Now, If I don't have the exact code that corresponds to the method calls you
mention above, I cannot help fixing ...
