As of 0f7eb94, it should be possible for all the strings in the Manager tab of
settings for Python Plugins to be translated via the .desktop files. Assuming
all the i18n() calls are correctly inserted in the plugins themselves, Python
plugins should now be translation friendly.

Note that the Documentation tab will continue to be extracted from the source
code of the plugin's docstrings, and there is no i18n support for that.
