This is probably the same as #324445 - which didn't get debugged further.

I can see that virtuoso-t is always active on my system. The nepomuk KCM shows
that the email indexer is always active (i.e. I've never seen it idle, like the
file indexer). The highest percentage I've seen was 20%. The rate at which it
is going appears a lot less than 1% per hour.

From #324445 I assume this is the initial indexing and it's not actually
restarting the whole thing, but just the counter. Maybe the presentation can be
improved how about:
"Indexing New Email" instead of "Indexing Email", and reset the percentage to
0% only after it actually reached 100%. Maybe it could also say the total
number of mails it considers new (e.g. "Indexing 86436 new Emails: 4%").

I'm logging akonadi and nepomuk debug output now, in case it's not only a
presentation issue.
