I think that the windows runner is meant to be a replacement/compliment to the
taskbar or task switcher, so it should probably filter out either one of those
two things. For example, I use https://github.com/jasonmoofang/activityfox and
have a KWin rule to filter them out of the taskbar and switcher and present
windows.

However the windows runner does not hide these! I'm not sure which of the three
rules in particular it should heed, but it should heed at least one of them.

Steps to Reproduce:
1.  Tell kwin to skip-pager or skip-taskbar a window
2. search for that window in krunner/homerun/etc
Actual Results:  
the window appears

Expected Results:  
the window should not appear
