Indeed the sound files come from the sound theme in use. Typically these would
not actually be provided by any custom sound them and thus things should fall
back to the sound-theme-freedesktop as was mentioned above.

If you wish to provide patches against the freedesktop sound theme for
localized test sounds, I'm sure they would be accepted. You should submit your
patch over at bugs.freedesktop.org.
