Python docstrings are still untranslatable and not extracted

Python Plugins -> Manager tab Description column
e.g. for block "Plugins to help code editing"

Python Plugins -> Documentation tab Description field
e.g. block Action killRestOfLine 
Description " Remove text from cursor position to the end of the current line"
