to create a structure it is necessary to move the tag to another master tag -
if this one is not "visible" the list should scroll, but does not always

"master tag" = new parent

Reproducible: Always

Steps to Reproduce:
1. select tag
2. move tag to another "invisible" tag (because the list is to long)

Actual Results:  
the new master tag is not selectable

Expected Results:  
list must "easily" scroll if cursor reaches upper/lower end of list

may be it is easier to allow to define a new master in "properties"
