I'm on Kubuntu having very similar problems. I have noticed this on previous
versions of Kubuntu/KDE, especially on Plasma Netbook, but I have never found a
solution for this problem once it crops up. Even removing my .kde folder does
nothing.

When the problem happens, it seems to affect all global shortcuts. Alt-F2 does
not work. Ctrl-Esc does not work. Ctrl-Alt-L does not work.

If I go into a terminal window and type Alt-F2, a letter Q appears.

I have no idea what is going on or how to fix it. Anyone have any ideas?
