the latest build is 2.7 pre-alpha for windows
Maybe first try updating and see if you still have the issue

there is the 2.6 and the 2.6.8.8 that you can try
If that doesn't help I still have an idea that some settings in wacom settings
might be screwing things up. in particluar the display toggle setting, you
could test that out as well.
