I tend to agree that the guided page missing attachment interface encourages
users uploading logs, sreenshots, archives onto 3rd party sites, and that is
really not good for developers and triagers, especially when dealing with
not-so-new reports.

If adding the attachment interface is too much a maintenance burden, what about
just modifing the description text under the "Additional information" field and
inform users they can and should upload attachments here after the report is
filed, like bugs.gentoo.org does in the screenshot?  A simple grep implies that
should not be hard by modifying create-guided.html.tmpl, since bugs.kde.org
already uses its own customized description text.
