This is hardcoded in bugzilla:

Bugzilla/Field.pm:    {name => 'classification', desc => 'Classification',
in_new_bugmail => 1,

I've searched but found no way to override that value (in_new_bugmail) or a way
to disable it in emails, since it's disabled globally. 

Anyhow, bug is upstream, can you file it over there?
