If the top menu is active and the mouse pointer is hovering over it, it's not
possible to navigate the menus using the cursor keys.

Reproducible: Always

Steps to Reproduce:
1. Hover top menu, click to show a menu
2. Attempt to navigate left-right to a different menu

Actual Results:  
Notice that the neighbouring menu opens for a second, but the menu under the
mouse pointer reappears.

Expected Results:  
The neighbouring menu opens
