Whatever you observe is different because this bug focuses around some specific
nvidia driver behavior.

You probably run into your GPU lying about capabilities and the blur effect
using too much resources in return causing the IGP to use some software
emulation - or just sth. on your desktop constantly repaints.

Deactivate all effects in "kcmshell4 kwincompositing" and set the scale method
to smooth (last tab) and see what happens.
If there's no improvement, activate the "show paint" effect and see whether
some area flickers like hell.

Anyway, "me too" on this kind of bug is by far not enough information (lacks
KDE version) to assist you. Please head over to the kwin board at forum.kde.org
 and start by posting the output of "qdbus org.kde.kwin /KWin
supportInformation" (requires 4.9) and the observations made reg. the questions
above.
