In fact this change (enabling resize from the masked round corners) is needed
no matter what.
When extended-window borders is enabled you get this extra three pixels on the
sides to resize the window. If you don't include the corners (as is done with
the commit), you end up with a weird situation in the corners where your can:
resize - not-resize - resize again. 
Not acceptable :)
