small test program for layout switching

I executed the command above in a konsole window and used the keyboard widget
to switch between the layouts. Unfortunately, the bug remains.

I digged a little deeper (yes, source code) and saw that the layout switching
in the KDE panel applet is done by calling XkbLockGroup. I even wrote a little
C program for testing purposes (see attachment). It's true, the issue can also
be observed when just using the small test program. But when calling "setxkbmap
de" in a konsole window, everything is fine. So far I didn't have time to look
at the source of setxkbmap but it obviously makes something different/better.
