In the desktop effect settings, I can only have Magnifier work when I turned on
Zoom at the same time.  They both share the same key shortcut, but only one can
work.

I need to check both, apply, uncheck another (i.e., zoom), apply, then check
zoom again to make the Magnifier work.  Similar way to make zoom work.

Reproducible: Always

Actual Results:  
I need to check both Zoom and Magnifier to make one of them work.

Expected Results:  
Magnifier should work even if I don't check Zoom.  And vice versa.
