the "static" bug seems to be resolved, as I can add parameters just like I want
in this test case:

class a {
    static void foo( int b, int c );
};

void a::foo( int b, int c )
{

}

please reopen if static is not kept. as for the other issue, open a new bug
report for that and explain (with code examples!) how to reproduce it.
