Note that as of Python 3.3, setup.py files are being phased out in favour of
the new 'packaging'-based approach. Instead of a procedural setup.py, packages
will be defined by a declarative setup.cfg
(http://docs.python.org/dev/packaging/setupcfg.html). If I understand
correctly, the packaging module (or distutils2 in earlier versions) will
provide an API for reading these files. They should contain all the information
you need to create a KDevelop project from them (and even perhaps edit them via
a GUI).
