When setting "Mouse wheel behavior" in Image View to "Scroll", I expect to be
able to scroll up and down using the mouse wheel. However, this doesn't seem to
work in Gwenview 2.8 with the new bird-eye view.

Reproducible: Always

Steps to Reproduce:
1. Set "Mouse wheel behavior" to "Scroll"
2. Open an image, zoom in until the image is larger than the window.
3. Try to scroll using the mouse wheel.

Actual Results:  
Nothing happens.

Expected Results:  
Gwenview should scroll up or down.
