Does this still occur in 4.7.3? 

Presumably plasma is redrawing some element more often than it needs to. 
To help narrow own the bug, try removing elements until it goes away. 
The clock is an obvious element that redraws often, so try that first. 

Have you also tried disabling the use of akonadi in the clock / disabling
akonadi?

To do this: 
1. right-click on the clock. 
2. Select "Digital Clock Settings". 
3. Clock the "Calendar" item in the menu on the left. 
4. Uncheck "Display events"
5. Run "akonadictl stop" in a terminal.
