Remark: I don't know if it still occurres !

Typical editor: change encoding -> continue working

Kate: change encoding -> forces user to save document -> continue working

So in typical editor changing encoding works like changing zoom (for example). 

In Kate it works like changing the content AND closing AND opening document
altogether.

If currently changing encoding does not force user to save the doc, then it is
fixed.
