Currently Plasma::Dialog is great for attach to panel or attach to the screen
with edge hugging.

There is some use case that fully floating window is needed, such as a popup
menu(the style like the usual menu) in lancelot, which user doesn't except to
see edge hugging. Or

For lancelot, since it's not quite possible there is a menu near something to
hug, it's not a problem.

For Colibri and kimpanel, they all implement their own plasma window from
QWidget, which is not quite desirable.

I believe there are some more other cases that fully floating window is good
for them.

Actual Results:  
Edge hugging cannot disabled.

Expected Results:  
There is an optional property or alternative class for this feature.
