The only kwin relevant area for this very generic request is available through
the Aurorae theme engine. Because of that I set to fixed.

We are not able to track such a generic request to implement such
functionality. You would have to report specific requests to each of the
components you want to have themeable through SVG. But there are things like
widget styles were we do not have generic components to wish for such features
meaning there will also be no developers to implement it.

Be aware that SVG is an extremly limited graphics standard and does not fit the
general usecases of desktop applications at all. E.g. as a widget style it is
hardly usable to perceive good looking results in a performant way.
