Ktouch has a great feature: it automatically selects the system keyboard layout
when starting it for the first time. Unfortunately, this does not work for the
Swiss variants, e.g. when I use the Swiss German locale Ktouch loads the German
keyboard, when I use the Swiss French locale, Ktouch loads the French keyboard
layout.

Reproducible: Always

Steps to Reproduce:
Use a new user with the Swiss German locale. Start Ktouch the very first time
for this user. Notice that instead of the Swiss German keyboard layout, the
German keyboard layout was loaded.
The example can be easily reproduced with the Swiss French locale.

Actual Results:  
The German keyboard layout is loaded instead of the Swiss German keyboard
layout. (The French keyboard layout is loaded instead of the Swiss French
keyboard layout.)

Expected Results:  
The Swiss German keyboard layout is loaded. (The Swiss French keyboard layout
is loaded.)
