Technically this now is possible. But I'm closing this as WONTFIX.
Reasons:
1) undocked toolviews are still not properly window managed (alt-tab won't
work)
2) this is a design decision to not make toolview management more complicated

Proper solution for this is multiple mainwindows so you can have one mainwindow
with code editors and another with a toolview only.
