Hi!

I'm currently in the process of porting an application from id3lib to taglib
and since that application (the id3v2 command line tool) allows the
manipulation of individual ID3v2 frames, it would be nice if they didn't get
copied back from the ID3v1 tag the next time the file is saved. Thus the
ability to just save a file without copying around frames between different tag
versions would be highly awesome!

Reproducible: Always

Steps to Reproduce:
- Open a file with a "complete" ID3v1 tag but no ID3v2 tag
- Set an ID3v2 frame (eg. TALB)
- Save the file

Actual Results:  
All the fields from the ID3v1 tag are now present in the ID3v2 tag

Expected Results:  
Only have the newly set TALB frame in the ID3v2 tag.
