Thanks for stating this, including the version number, and for helping me (in
private) to find my error: I presumably installed the latest git version for
testing, but in fact used the latest *gitorious* version, which is quite
outdated.

So, the current state is:
1) startup notification is fixed/OK
2) one even gets a blinking taskbar entry (i.e. "rekonq wants attention") ->
good
3) however, rekonq does not come into the foreground (may be desirable IMHO)
and
4) the tab does not come to front / is not activated within rekonq (definitely
wanted)

So, 3) is half-fixed by 2), although I'd like rekonq to come into the
foreground in this case, but 4) will definitely be considered wrong by
many/most users AFAICS.
