When adding Notifications widget to a panel, the panel does not automatically
hide anymore, even if you remove the Notification widget.
The panel will simply be visible all the time and ignore any settings
concerning its visibility.

Reproducible: Always

Steps to Reproduce:
Create a new panel, set the Visibility to "Auto-Hide".
You will see, that the panel disappears, when the cursor leaves the panel.

Now add the Notifications widget.
Moving the cursor away from the panel now does not make the panel disappear
anymore, like it should


Expected Results:  
The panel should be hidden, when the cursor leaves the panel.
