AFAIK you can easily test this (if not already done) without the need to
recompile. Just modify the file html4.css and restart kde session.
On Ubuntu distribution html4.css is shipped by kdelibs5-data package.
Potential location might be /usr/share/kde4/apps/khtml/css/html4.css (may vary
depending on the version you are using)
