Here is a patch that should address most issues in the first patch. The only
open thing is the rounding mode.

One thing though: There was a naming issue:
F128toF64 already exists (rounding down from 128 bit to 64bit) so I renamed
F128to64 to F128LOtoF64 to better match the F128HItoF64. OK?
