When you disable tooltips in "Workplace Behavior" you also disable them for the
taskbar. It should be possible for the user to disable all plasma tooltips
*while retaining the window tooltips/previews* - there is already a separate
dialog for it in taskbar settings. (On small screens plasma icon tooltips are
huge and annoying and are best disabled - but taskbar previews are still
useful)
