I use "Application" keyboard layout switching policy.  It works normally,
except when locking screen.  As screen locker is a separate application (or at
least looks so from user's perspective), it should have its own active layout
and it shouldn't depend on whatever application was focused before locking the
screen.



Reproducible: Always

Steps to Reproduce:
- Enable at least 2 keyboard layout and choose "Application" switching policy;
- have e.g. Firefox focused;
- make sure Russian (not the default) layout is active;
- lock the screen;
- observe that Russian layout is still active.

Actual Results:  
Russian layout is still active

Expected Results:  
English (the default) layout is active.

This bug is annoying because in the screen locker I need to enter the password
which obviously requires having the correct layout active.

Additional problem is that layout switching shortcut (customized to Win+space
here) ceases working in screen locker.  I guess this might be related to
shortcuts' not working in popups.
