I'm not sure of the performance penalties personally... but do you realize just
how many macros you'll get from the most basic std C++ include?
Clang's code completion api has the option to include macros in code
completion... it's not pretty. You'll get literally thousands of options that
you can't meaningfully whittle down based on the current context.
Performance is probably an issue, but I'd say just having that clutter is an
issue.
