In the screenshot attached to the original post it shows exactly what pops up

"The application 'Plasma Workspace' has requested to open the wallet
'kdewallet'. Please enter the password for this wallet below."

In settings Plasma Workspace is set to always allow access to the wallet, so
why would it keep asking if nothing else set to always allow does. Furthermore,
I never had this issue occur  until I upgraded to 4.5.3
