I have been testing this in alphas of Maverick, and now: (1) the proper dialog
opens when I connect a new monitor, but (2) it is not displayed when I
disconnect a monitor, until I navigate to systemsettings->Display. Of course,
once I do that the dialog is redundant, and as described above choosing
"Configure" causes 2 copies of the configuration window to open.
