I can't comment on implementation issues, but if there is any chance a user
might rely on internal IDs for anything then this should be carefully
documented, although I'm not sure where. (And I do think any doc changes for
this can wait until after release.)
Would an alternate be to check for duplicate IDs on loading, and then just
change the second one?
