I'm assuming your referring to KPat and not LSkat, right. :) KPat actually does
support moving cards down from the foundations, but only when set to "Draw 1".

This is a tricky situation for all solitaire games, because solitaire games are
informal by nature and learned informally. As a result every game has dozens of
variants. Supporting them all in a single application quickly gets very
complicated. This is especially true of KPat, as both the solver and the
statistics tracking would have to be aware of the variations as well.
