actually you _can_ set a global rule.

the global stealing prevention is ignored in the plain hoveractivation modes,
but you can add a new rule (the rule system takes place) with "unimportant"
window class/role/type (the first two tabs), forcing a protection for all
windows (the rule applies globally)
