Setting the: CONFIG_INSTALL_DIR to something other than the $PREFIX where D-Bus is installed results in default install locations for "*.service" files where D-Bus cannot find needed them and cannot really be properly configured to find them -- editing a file which you are not supposed to edit is not considered proper configuration.
