I checked my settings on laptop - desktop effects are enabled. 
I'm sorry, I don't know internals of how kde works, but who and when chooses
that application should be rendered? Is it correct that application decoration
and application frame don't know about each other?

When KWin renders decoration it somehow knows what window size should be. I
thought it is decided by application (As in Java, first you do layout of your
application using layout manager and then call setVisible(true) to actually
display window).

What desktop effect plugin should I enable in order to remove blank frame
rendering? All I need is application which will render itself without empty
frame. It is ok for me to wait a bit more time, but then see whole application
rendered with decorations.
