Application Launcher (KStart) has NO help document in KDE Help Center

How to reproduce:
1) right click on KStart
2) choose Application Launcher Settings
3) click on Help button
4) get 'The file or folder help:/plasma-desktop/index.html does not exist.'

using Kubuntu 9.10, KDE 4.4
