Bug #219952 is a separate issue. There is a duplicate around somewhere of this
but it doesn't really matter as it's INVALID/WONTFIX because:

Change in behavior was deliberate. If you want to maximize to the other screen
in a single action just drag to the top of that screen. You can also revert to
the old behavior by disabling the quick maximization feature in System Settings
-> Desktop -> Screen Edges.
