Note that I can reproduce this on each system boot.

Note also that after the clock settings dialog has been loaded once, it pops up
really fast on consecutive calls.

So this BR is at the end about two issues: The settings dialog of the clock
plasmoid does a lot of disk trashing on first start, and plasma is blocked
during this trashing.
