The change of behaviour is deliberate.

When quick maximization is enabled in System Settings -> Desktop -> Screen
Edges dragging a window to the top of the screen will maximize it and dragging
a window away from the top of the screen is restore it. Both ways are enabled
as it allows users to undo their change by doing the opposite action thus
making the feature easier to use.

To revert to the old behaviour all that needs to be done is disable the quick
maximization feature. Of course this means you can no longer maximize windows
by moving them to the stop of the screen.
