1/ I agree with making it a different bug (btw: how is fluxbox doing this ?)
2/ I tried the drag distance, and really, I don't fill a difference (except
that it fixes the bug). The window move starts after 4 pixels, and uses the
total distance by which the mouse moved. 
Now I can see an issue when people want to move their window by just 4 pixels,
but I think all 'sticky' borders already make that sort of impossible. 
Lmurray: did you give it a shot ?
