It had this thought; what would make manual hiding of the panel unnecessary?

I much prefer auto hiding, but it has a problem; the panels tend to pop up when
you don't want them to.

My proposed solution to the problem would require the assistance of the authors
of the mouse drivers for X.  My idea is to have the mouse extent be larger than
the screen.  Then there could be a margin, where the mouse would have to be
moved a distance off screen before the auto hide panel appeared.
