apparently it is very difficult for people to get accurate information here.

in 4.4, there is a "Get New Widgets" button in the Add Widgets interface, just
as there used to be (well, it's prettier now and in a different location, but
same functionality after that :)

if you mouse over a widget that you installed, the informational popup contains
an uninstall button which you can click on.

so there has been no regression in functionality, and there is now the new
functionality of being able to easily uninstall widgets too. enjoy.
