I am seeing that behaviour with compiz, so it's not kwin related.
Also, the only interfaces between the taskbar and the WM are _NET_CLIENT_LIST
and _NET_WM_DESKTOP (kwin) / the window position (compiz), I don't see how
anything can be broken there.
Also, it only seems to happen if automatic grouping is enabled (comment #86),
which points even more into libtaskmanager's direction.
